Paul Graham Fry is Fighting Extradition to the U.S.

A jailed Elgin County man is fighting extradition to the U.S. after being indicted in a major online child porn bust.

Paul Graham Fry, 54, of Vienna, was one of two Canadian citizens swept up by Operation Delego.

Launched in 2009, the investigation targeted more than 500 members of Dreamboard, a website the U.S. Justice Department calls “a private, members-only, online bulletin board that was created and operated to promote pedophilia and encourage the sexual abuse of very young children, in an environment designed to avoid law enforcement detection.”

Fry is accused of engaging in a child exploitation enterprise, conspiracy to advertise the distribution of child pornography and conspiracy to distribute child pornography.

He was indicted March 16, according to the Justice Department.

Fry is being held at the Elgin-Middlesex Detention Centre and was denied bail, said his lawyer, Gordon Cudmore.

“The Americans want to have him extradited to the state of Louisiana to face charges there,” Cudmore said.

“Our position is the American justice system does not have jurisdiction over Mr. Fry for what he has been involved in, or not involved in.”

Fry hasn’t been charged in Canada, Cudmore added.

“Once again the American judicial system seems to think it has jurisdiction over the entire world,” Cudmore said.

Wednesday, authorities said 72 people have been charged and 52 arrested under Operation Delego.

Nineteen of the suspects are from countries outside the U.S., including Canada, Denmark, Ecuador, France, Germany, Hungary, Kenya, the Netherlands, the Philippines, Qatar, Serbia, Sweden and Switzerland.

So far, 13 people have pleaded guilty.

At a news conference, assistant attorney general Lanny A. Breuer described Dreamboard as “a living horror.”

“Dreamboard was, according to court documents, a self-described global community of pedophiles, dedicated to the relentless victimization and exploitation of children 12 and younger.”

Users were required to upload “nude or hardcore” child pornography to gain membership to the community, and would then rise in the ranks of the “strict hierarchy” based on how much graphic content they contributed, Breuer said.

Authorities allege Fry went by the pseudonym Lofty on Dreamboard.”
